About the company

Cascadia Water was formed on November 2, 2018 through the acquisition and combination of Lehman Enterprises, Inc. and Sea View Water, LLC on Whidbey Island, and is a wholly-owned subsidiary of NW Natural Water Company, LLC.  Since then, Cascadia has closed on the acquisitions of Estates & Monterra Inc (Olympic Peninsula, April 2019), Del Bay HOA (Whidbey Island, November 2020), Discovery Bay Village (Olympic Peninsula, September 2021), Pelican Point (Moses Lake, October 2021), Northwest Water Services (Skagit, Snohomish & Island Counties, August 2022), Aquarius Utilities (Kitsap & Olympic Peninsula, August 2022) and Pedersen Family (Olympic Peninsula, February 2023). Cascadia Water operates primarily out of Whidbey Island and now serves more than 9,000 people through approximately 3,800 connections.

 NW Natural Water currently provides water distribution and wastewater services to communities in Oregon, Washington, Idaho, Arizona and Texas.

This master plan was filed with the Department of Health in June 2024 and covers four systems on the Olympic Peninsula:

Monterra (Port Angeles), Estates (Sequim), Diamond Point (Sequim), Discovery Bay Village (Port Townsend)

 

The purpose of this meeting is to provide an update on projected capital plans on these four systems. Cascadia’s goal is to provide safe and reliable drinking water and these capital projects help ensure that goal into the future. This customer comment meeting is open to all Cascadia Water customers.

General Rate Increase

Cascadia Water filed a general rate proceeding with the Washington Utilities and Transportation Commission on February 29, 2024 in accordance with Washington Administrative Code (“WAC”) 480-07-530. The Commissioners suspended the case at the 6/27/24 Open Meeting and the case went into formal litigation. New rates were set by Order 08 in Docket UW-240151 by the Washington Utilities and Transportation Commission and took effect October 21, 2025.
